A quick sync on the regulatory changes affecting hair color sourcing this year — and what they mean for your next order. Whether you sell in China, export to Asia, or ship into the EU, 2026 has already brought several updates worth building into your formulation and launch plans.
Quick summary: China's NMPA has proposed adding six new hair dye ingredients to its permitted list of 72, and has formally banned PFOS and PFOA in cosmetics. South Korea, the EU, and Indonesia have also updated their rules this year. If you're planning a new shade range or entering a new market, now is the time to review your compliance file.
In April 2026, the NMPA published its 2026 Cosmetic Standards Project Plan — 27 standards in total, six of them covering hair dye ingredients. China currently permits 72 hair dye ingredients, and the additions under review would widen that palette:
🧪 Oxidative & Direct Dyes
2-Methoxymethyl-p-phenylenediamine and its sulfate, plus HC Blue No. 16 — expanding options for permanent and direct-deposit color systems.
🎨 Acid Dyes
Acid Black 1, Acid Orange 7, Acid Red 52, and Acid Blue 62 — commonly used in semi-permanent and vivid fashion shades.
Once these standards are finalized, a wider permitted list means more shade and formulation options — particularly for semi-permanent and direct-deposit systems across our hair color cream and hair dye shampoo lines. New standards typically take 6–12 months to implement after announcement, so build that window into your launch timeline.
The NMPA has formally prohibited PFOS, PFOA and their salts in cosmetic products. If any of your current formulations touch PFAS-related compounds, it's better to reformulate now than to discover the issue at reorder — especially if your products clear customs into China or markets that reference Chinese standards.
Revised Cosmetic Safety Standards (effective March 18) reorganized the hair dye ingredient list and added new UV filters. Oversight of overseas direct-purchase cosmetics also tightened from April 2.
SCCS opinions were issued on glyoxylic acid (used in hair straightening) and hydroxycitronellal (a common fragrance allergen) — both worth watching if you formulate for the EU market.
New GMP certification requirements under BPOM Regulation No. 8 of 2026, replacing the 2021 standard — relevant for anyone importing or registering cosmetics locally.
The NIFDC released two trial technical guidelines specific to hair dye cosmetics, clarifying scope and core quality-control requirements for the category.
