Cosmetics Production Licence (化妆品生产许可证)
The licence that makes the Foshan factory legal to produce cosmetics in China — a Chinese regulatory requirement, not a voluntary commercial certificate.
What it is
In China a facility may not manufacture cosmetics until the provincial Medical Products Administration has issued it a cosmetics production licence. The licence names the legal entity, the production site and the product categories that site is approved to make.
This is the first document a serious buyer checks, because it is the only one on this site that is issued by a regulator rather than a commercial certification body — and therefore the only one that can be checked in a government register.

| How to verify | Public register — see below |
Why it matters to you
- It is the licence that makes production lawful. A factory without it cannot legally make your products in China, whatever else it shows you.
- The approved scope tells you whether your product can be made at this site. Hair dyeing products appear under both units listed above.
- It is issued by the provincial regulator and can be checked in the National Medical Products Administration licence-holder database — the strongest verification route available for any credential on this site.
How to verify it
Check the licence number in the licensed cosmetics manufacturer database of China's National Medical Products Administration data query service: datasearch.nmpa.gov.cn. Search by licence number or by company name; the record shows the holder and the approved scope.
What this does not mean
- It is a manufacturing licence, not a product approval. It does not approve any individual formula or product.
- It covers the site named on it. If production moves to another building, the licence has to be updated first.
- It is a Chinese requirement. It does not by itself give access to the EU or US market — see the CPNP and FDA pages for those.
Questions buyers ask
Is the production licence the same as an ISO certificate?
No. The licence is issued by the Chinese regulator and is mandatory in order to manufacture. ISO 22716 and GMPC are voluntary certifications issued by SGS that evidence the factory's management system. Buyers usually ask for both.
Which products does the licence allow you to make?
The approved scope covers general liquid units and cream and lotion units, which include hair dyeing products and hair care products as listed above. Products outside that scope cannot be produced at this site.
