EU CPNP notification — Cosmetic Products Notification Portal
The EU notification that a cosmetic product must have before it is placed on the European market — held here through EUREPSTAR GmbH as the EU responsible person.
What it is
The Cosmetic Products Notification Portal (CPNP) is the European Union's free-of-charge online notification system, created to implement Regulation (EC) No 1223/2009 on cosmetic products. Once a product has been notified in the CPNP, no further notification is required at national level within the EU.
The portal is not open to the public: it functions as an internal database for the Commission and the national authorities. That matters when a buyer asks you to "look the number up" — with the CPNP that is not possible, and a supplier who claims otherwise is worth questioning.

Why it matters to you
- A cosmetic product must be notified before it is placed on the EU market. The CPNP reference is the evidence your EU distributor or retailer will ask for.
- It is product-specific: our notification covers Zippy Color Hair Dye Shampoo. A private-label product with your own brand and formula is a different product and needs its own notification.
- It shows who is acting as the responsible person in the EU for those products — useful when your own importer is deciding how to structure the paperwork.
How to verify it

What this does not mean
- A notification is not an approval. No EU authority approves a cosmetic product before it is placed on the market.

- It does not on its own make a product compliant: a responsible person, a product information file and a compliant label are still required.

Can I look up the CPNP number myself?
