EU GPSR documentation — General Product Safety Regulation

The document that names who acts for these products inside the EU under the General Product Safety Regulation — a requirement EU customers have asked about since December 2024.

What it is

The General Product Safety Regulation — Regulation (EU) 2023/988 (GPSR) — requires consumer products placed on the EU market to be safe. It has applied since 13 December 2024, replacing the earlier General Product Safety Directive. In practice it means a manufacturer outside the EU needs a responsible person established in the EU for the products it places on that market.

Our GPSR documentation is issued through EUREPSTAR GmbH, which accepts appointment as the Authorized European Representative. The wording of the appointment is reproduced exactly as it appears in the document.

Why it matters to you

  • EU customers and marketplaces have asked for GPSR evidence since December 2024 — the appointment document is the answer they are looking for.
  • It names the party acting for the products in the EU, which is what an importer or retailer needs in order to sell them.
  • It is dated and time-limited, so you can see how current it is: this one runs to 11 November 2027.

How to verify it

Confirm the reference with EUREPSTAR GmbH, or ask us and we will send the original document with your quotation. Compare it against the reference number shown above.

What this does not mean

  • GPSR is separate from the cosmetics regulation and from the CPNP notification — a product normally needs both routes covered.
  • An appointment document is not proof that a specific product is safe or compliant; it records who represents it in the EU.
  • The appointment is stated as conditional: it is accepted on the basis that the corresponding certificates, updated technical files and declarations are in place for the products placed on the EU market.

Questions buyers ask

Is GPSR documentation the same as the CPNP notification?

No. The CPNP notification is about the cosmetic product itself under Regulation (EC) No 1223/2009. GPSR concerns general product safety and requires an EU responsible person. We hold both, and the numbers are published on separate pages here.

What exactly does the GPSR document say?

That Guangdong Mingli Biomedical Technology Co., Ltd. appoints EUREPSTAR GmbH as Authorized European Representative, and that EUREPSTAR GmbH accepts the appointment on condition that the corresponding certificates, updated technical files and declarations are kept for the products placed on the EU market. The original wording is quoted above.
