Once a brand owner has narrowed down a hair dye or hair color manufacturer, the next question almost always comes up: "Should we go OEM or ODM?" The two terms get used loosely across the cosmetics industry, and picking the wrong one can mean paying for R&D you didn't need — or, the opposite, launching a product that looks identical to every other brand on the shelf.
Quick answer: OEM means the factory manufactures your product exactly to your specifications — you (or a third party) handle the formula design. ODM means the factory provides an existing formula and product design that you customize and brand as your own. Most new and growing hair dye brands start with ODM, then move toward OEM as they scale and want more formula control.
This guide explains the real difference between the two models for hair dye and hair color products, and how to decide which one fits your brand's current stage.
OEM — Original Equipment Manufacturer
You bring the formula, packaging design, and specifications. The factory manufactures the product exactly to your blueprint. You control every detail, but you (or a third-party lab) need to already have a validated formula.
ODM — Original Design Manufacturer
The factory already has a developed formula and product design. You select from their range, customize the shade, scent, packaging, and label, and sell it under your own brand — without developing a formula from scratch.
The right choice usually comes down to where your brand is today, not which model sounds more "premium." Here's how most hair dye and hair color brands approach the decision:
This is your first private label order, you want to test a market or shade range before investing in R&D, or you need to launch within a few months rather than a year.
You already have a validated formula (from your own lab or a formulation partner), your brand is built around a specific technical claim (e.g. a proprietary ammonia-free system), or you're scaling an existing product line and want full formula ownership.
A common path is starting with ODM to launch quickly and validate demand, then moving specific hero products to OEM once sales justify the investment in a custom formula.
Regardless of which model you choose, a few things should stay consistent when working with a hair dye manufacturer:
As a professional Cosmetics OEM & ODM manufacturer with over 17 years of experience in hair care, we work with brands at both ends of this decision. For brands launching their first private label line, our existing range of hair dye shampoo, hair color cream, and beard dye formulas supports a fast ODM start. For established brands with their own formula direction, our team supports full OEM production under GMPC, ISO22716, GPSR, and FDA-aligned quality systems.
Our OEM/ODM service page walks through the process for both models — from formula selection or development, through packaging design, to sample approval and bulk production.
Is ODM cheaper than OEM?
Generally, yes, for the first order — since the formula is already developed, you avoid R&D costs. OEM can become more cost-effective at scale if it lets you avoid ongoing formula licensing or differentiation costs.
Can I switch from ODM to OEM later?
Yes. Many brands launch specific products via ODM, then move to a custom OEM formula for that same product once it proves demand.
Does ODM mean my product will look the same as competitors'?
Not necessarily. While the base formula may be shared, you can still differentiate through shade range, scent, packaging design, and branding — many successful private label brands are built entirely on ODM products.
Which model has a faster lead time?
ODM is typically faster to launch since the formula is already validated and in production. OEM lead time depends on whether the formula needs development or is being transferred from an existing source.
